Meeting of the AHA - April 17, 2013

Call to Order
The meeting was called to order at 7:10 P.M. by Daniel Brosnan, in the John F. Cusack Board Room, located at 4 Winslow Street, Arlington, MA.

Roll Call

Present: Daniel Brosnan, Nicholas Mitropoulos, Richard Murray, Gaar Talanian and Bridgett James

Also Present: John J. Griffin, Executive Director and John L. Greco

Notice of this meeting was delivered electronically on October 23, 2013, and posted by the Arlington Town Clerk in accordance with the provisions of the Open Meeting Law.

Project Updates
Mr. Griffin updated the board on the current projects.

Ms. Correa stated that there are 4 different ESL programs at Drake Village, and all of them will be finishing in the middle of May. She requested $150 for a graduation party – two $20 gift cards and the rest for food, to celebrate the students.

VOTED
Upon a motion made by Mr. Mitropoulos and seconded by Mr. Brosnan it was unanimously voted in favor to give $150 towards the ESL graduation party at Drake Village.

Ad for AHA HCV Goal and Objectives Hearing

Mr. Griffin said every year we have to reaffirm the Civil Rights, 504 and American with Disability Act through a public notice. We have to hold a public meeting 75 days before the fiscal year, which would be July 17, 2013 board meeting.

Accept Low Bid Audit Hurley and O’Neil & Company

VOTED
Upon a motion made by Mr. Murray and seconded by Mrs. James it was unanimously voted in favor to accept the low bid three year contract with Hurley and O’Neil & Company.

MassNAHRO Legal Fund
Mr. Griffin said he received a letter from MassNAHRO stating they have hired a lawyer to fight the regionalization. They are requesting that Housing Authorities give $1/unit or half of their membership fee to MassNAHRO in support. It would be approximately $350 for the AHA.

Mr. Murray asked Mr. Greco how he felt about this.

Mr. Greco said they talked to Richard Conlon to make sure it was an eligible use of their funds. He stated it would be if it came from the Affordable Housing Fund or Tenant Services.

Public Hearing New Design for Arlington Center Mystic and Mass Ave 4/23/13 7PM

Mr. Griffin explained the Town is holding a public meeting on 4/23/13 to discuss the intersection of Mystic St and Mass Ave. The changes proposed would change the bike path, sidewalks, and Wilson Park.

Mr. Griffin stated he believes the AHA and Board should have some presence at this meeting because of our elderly and disabled residents are being affected.

The Board discussed writing a letter with comments, suggestions, or raising awareness of our concerns. The Board agreed they should be involved in the discussions from the start.

Mr. Griffin stated he would attend the meeting with the Board’s support.

Personnel Policy
Mr. Griffin stated there was nothing new to report with the Personnel Policy.

Mr. Talanian and Mr. Greco stated they are still working on it, but do not want to finalize it while the AHA is in collective bargaining procedures with the Union.

Mr. Griffin said the AHA has received a lawsuit from a woman who slipped and fell in the Chestnut laundry room. He stated that we have cameras in that room and it shows other tenants doing laundry before and after the tenant fell.

Mr. Murray stated he attended the League of Women’s Voters meeting. He was told to bring a message back to the board of the League’s concern that no one from the AHA Board attended.

Mr. Murray said he ran into Dave Rogers, the new Representative from Cambridge, at the Patriot’s Day parade. Mr. Rogers is newly appointed to the Housing Committee and has no current opinion on the proposed housing legislation. Mr. Murray stated that he invited Mr. Rogers to come to the AHA and have a tour.

Mr. Griffin agreed.

Upon a motion made by Mr. Murray and seconded by Mr. Talanian it was unanimously voted to adjourn the meeting at 8:55PM.
