Regular Meeting of the AHA - March 21, 2012

Call to Order
The meeting was called to order at 7:00 P.M. by Richard Murray, in the John F. Cusack Board Room, located at 4 Winslow Street, Arlington, MA.

Project Updates
The website is being updated. Mr. Griffin needs the Board Members for pictures.

The dedication for Brian Greeley at Cusack Terrace Plaza will be on April 14th from 4PM to 7PM. Carol Greeley has suggested that day. Mr. Griffin would like to invite the selectmen, Town Manager, State Representatives and the Sheriff's Department.

The engineering for the Boilers is going out this week for Drake Village.

The design for Chestnut Manor Entrance is finalized. We will present this to the Board to see and approve it.

The rent redeterminations are still going on.

The exterior lighting at Chestnut is being replaced with energy efficient lights.

The Cogen Study will be a six year payback. DHCD will apply for energy funding.

She called the library to see if they could donate books so that they can have books for their library Graciella would like the Board to help in keeping the books that the library will donate. She said that if the Board doesn't support this there will not be any books. If the Board doesn't support this she will call the library and tell them not to bring the books.

Mr. Griffin said that he and the Board support this.

She also stated that on the second floor there is an exercise bike that is broken. She wanted to know if the AHA could donate one.

Mr. Murray said that this is referred to Mr. Griffin.

No Smoking Policy Update

Jim Feeney from the Arlington Board of Health and Chris from Northeastern University Law discussed No Smoking in public agencies.

Chris explained that he is working with public agencies for no smoking buildings. He said that the Lee Housing Authority and Stockbridge Housing Authority were the first ones to go smoke free. He also said that the Boston Housing Authority will be going smoke free in September 2012 and that the Springfield Housing Authority will be going smoke free in March 2013.

He stated that Massachusetts has the highest asthma rate for the multi-dwellings. There is a heal issue with the buildings that the smoke goes from apartment to apartment. He said that people are happy with a smoke free environment. There are increased percent that people try to quit and a decrease in exposure to the smoke. They haven't seen any evictions on the affordable housing side.

Mr. Griffin said we would like to go smoke free but the housing authorities that are smoke free are federal. We are State.

Chris said that Boston is going smoke free on the federal and state side. He said that Wayland is all federal and Barnstable.

DHCD sees this as a hurdle for housing. The Director of DHCD brings a new perspective to this issue. DHCD is concerned about evictions with the non-smoking policies.

Mr. Mitropoulos wanted to know if Chris has seen compliance with this policy.

Chris said he has.

Mr. Brosnan wanted to know how they handle new people that are coming in.

Chris said that the people can be housed but they have to smoke outside. The housing authority has to send out notices to let the people know we are smoke free buildings. We need to bring in sensation resources for the residents.

Mr. Murray said we have talked about sensation counseling. Are there programs that someone will come in for groups instead of individually?

Jim said that the Board of Health does not have the people for the sensation purposes.

Chris said how you handle someone who has a disability. You handle the disability not the smoking. As a tenant you have to abide by the lease.

DHCD said if you go smoke free they will not give you litigation to support this.

Mr. Greco said that if you put no smoking in the lease DHCD would have to waiver this. The biggest problem we have is with DHCD,

Chris said that at Lee and Stockbridge they are grandfathered in. A new person coming in they had to be a non smoker. Grandfathered in are more difficult because someone who already lives there smokes and people in other apartments complained that smoke came in their unit and the smoker would say that it wasn't coming from his unit.

Mr. Griffin wanted to know if Chris' group will be working with DHCD.

Chris said that HUD is pushing for this. He said that HUD gives DHCD a lot of the funding.

Mr. Mitropoulos wanted to know what Chris recommends for the AHA.

Chris said that his goal is a voluntary approach. He also said that housing is where we spend the most time.

Chris said to ramp up education on this. He said he would help with the services so we can go smoke free buildings.

Mr. Murray said the decision is up to the AHA. He also said that we should slow down our pace until Boston goes through with it. Should we send a letter to DHCD explaining our plight? We should have Mr. Greco and Mr. Griffin do this. Mr. Murray is concerned on how to put the brakes on putting non-smoking buildings.

Mr. Griffin said we took votes regarding smoking. We were working on a game plan for non-smoking buildings. DHCD is not on Board. It is a good time to take s step back. We should wait until DHCD says to go ahead.

Mr. Greco said we shall continue to research and monitor the developments in the area of smoke-free public housing as the situation evolves and continue our involvement in exploring and pursuing various options and alternatives available to us in the near future.

Accept Audit Proposal from Hurley, O'Neil & Company for 2012 thru 2014

Project Based Voucher Update
Mr. Griffin said that we have asked the Housing Corp. for information and the Housing Corp. said that they feel that they can get more vouchers from DHCD. They didn't want to give us the one-stop information.

Department of Labor Standards Wage Rates

This was tabled until the next Board meeting.

Designer Selection Architects for Siding Project 200-2

Mr. Griffin said that he made a presentation at DHCD. He said that Abacus, Nelson & Sadine and Winslow were the top architects. Mr. Griffin said that as soon as we get the letter from DHCD we will have the Board vote for Abacus to do the siding project.

Executive Session – to discuss Collective Bargaining Strategy

Mr. Griffin said it was not necessary to go into Executive Session.

Mr. Brosnan had a question on the personnel policy.
Ms. Walsh said that she will be working on it.
