Call to Order
The meeting was called to order at 7:10 P.M. by Brian Greeley, in the John F. Cusack Board Room, located at 4 Winslow Street, Arlington, MA.

Notice of this meeting was delivered electronically on September 27, 2010, and posted by the Arlington Town Clerk in accordance with the provisions of the Open Meeting Law.
Jeff Wiseberg from A-1 exterminators spoke about the bed bug issues that the AHA is having at the Hauser Building. He explained the procedures that are required to exterminate the bed bugs. There are 38 units that have bed bugs. They brought in the K-9 to find out where the bed begs are.
A-1 Exterminators are looking at different methods to exterminate these. Option 1 is to use chemicals. This is usually a two treatment job. Sometimes you have to treat the units three or four times For the hoarders the AHA has to hire someone to pack and put all of their belongings in a truck. A-1 then fumigates the truck and the entire apartment at the same time.
Option 2 is heat mediation. The heat will be at 135 degrees. Preparation is the same as option one. Each unit will take about six hours.
Minuteman Senior Services will help tenants pack and prepare for the extermination.
The preparation must fully be complied.
Mr. Griffin said we have put dryers on the 4th, 6th and 7th floors so they can dry their clothes.
A-1 Exterminators will do a post K-9 inspection after the treatment of these units. There will be a K-9 inspection on October 5, 2010 of the cottages.
Option 3 is to vacate the entire building and fumigate it.. There are 144 units in Hauser Building and no one can be in the building while this is done. There will be security outside the building so that no one can enter.
Option 2 is recommended.
Mr. Griffin said that the maintenance department did a great job.
VOTED Upon a motion made by Ms. Walsh and seconded by Mr. Mitropoulos it was unanimously voted to acknowledge the receipt of the letter dated by the Town of Arlington board of Health that the bedbug problem identified in the Apartments at Drake Village is so sever in nature and extent, that it constitutes a danger to the health and safety of the residents and that an emergency exists that requires immediate remediation of this problem; and that this Board because of this need for emergency remediation must pursue an emergency waiver of the bidding laws to hire an extermination company to address the problem without the delay that will result from compliance with G.L.c. 30B; and further, that upon receipt of said emergency waiver, the Executive Director is instructed to immediately execute a contract on a DHCD approved form with A-1 Exterminators of Lynn, Massachusetts whereby remediation of the bedbug problem is effectuated forthwith. Upon a motion made by Mr. Mitropoulos and seconded by Ms. Walsh it was unanimously voted to approve the request waiver from Chapter 30B.
