Meeting of the AHA - September 16, 2009

Call to Order
The meeting was called to order at 7:15 P.M. by Brian Connor, in the Community Room at Hauser Building, located at 37 Drake Road, Arlington, MA.

Roll Call Present: Brian Connor, Teresa Walsh, Richard Murray, Nicholas Mitropoulos, Brian Greeley

Also Present: John J. Griffin, Executive Director, John L. Greco, Attorney

Notice to Town Clerk
Notice of this meeting was delivered electronically on January 20, 2009, and posted by the Arlington Town Clerk in accordance with the provisions of the Open Meeting Law.

Project Updates
The Cusack elevator will be finished in the next two weeks. Menotomy Manor has completed 176 units of family housing. The contractor is off the site. Mr. Griffin is meeting with John Olson, the architect next week to discuss the landscaping.

Drake Village new hot water heater system is going out to bid next week. Gas will be put in the building and cottages. It will cost $150,000 for the hot water heater and $140,000. to put gas heat in the buildings. There will be nine new furnaces.

Mr. Connor said that the AHA manages over 1100 units. We have been able to get 15 million for the updates for the units.

Ammondson Architects – Eric Ammondson presentation of new 689

Eric Ammondson gave an overview of the 689-2 project that is to be built at 54 Medford Street.

Mr. Griffin said that once this is approved it will go to the zoning board.

Mr. Murray said we should have a presentation at Chestnut Manor.

Upon a motion made by Mr. Murray and seconded by Ms. Walsh it was unanimously voted to have the presentation at Chestnut Manor for the tenants to see the 689-2 project.

Mr. Griffin said that we need to pick a date for next week for a Special Meeting to make the presentation at Chestnut Manor for the 689-2 project.

Rent Write-off 667 - $13,063.00

Upon a motion made by Richard Murray and seconded by Mr. Greeley it was unanimously voted to write off the uncollectible rents for 667.

Rent Write-off 200 $16,028.74

Upon a motion made by Richard Murray and seconded by Mr. Greeley it was unanimously voted to write off the uncollectible rents for 200.

Mr. Murray wanted to know if the AHA has tried to use a collection agency to get some of this money.

Mr. Griffin said we have done everything we can to collect this money. Some of the tenants leave during the night.

Mr. Walsh asked are there any tax consequences on the write offs.

Mr. Griffin said there aren't any.

Mr. Connor wanted to know if we sent any of theses to a collection agency.

Mr. Griffin said no.

Mr. Mitropoulos asked if this is the trend. Is it a good trend or a bad one?

Mr. Griffin said it is very low.

Mr. Connor asked if we have social security numbers for these delinquent tenants. He said we should send them a 1099 for the amount that is owed.

Mr. Greco said that we should keep these on the books.

Appointments

Local Tenants Organizations
Graciella Correra handed out information on the H1N1 to the Board. She wanted to know if we had any rules to give the tenants on the H1N1 virus.

Mr. Connor said we should work with the Department of Health and put up posters. We can set up something to have a presentation for the swine flu. We should put up purell at the doors and at the elevators and at all common areas.

One tenant asked if they could paper towels in the bathroom instead of the hand dryer.

Graciella Correra said that Ms. Walsh said that all the correspondence that the AHA receives should be put on the agenda. She said that the letters do no get answered.

Mr. Griffin said that he receives phone calls and letters. He said that we have staff that takes care of these issues. His staff keeps him informed on the letters and issues that the tenants have.

Joe Daly said that Drake got 2 new elevators and that they were very fortunate. He also talked about the numbers on the cottages. He said the staff is doing an excellent job. He said the Executive Director took quick action in getting minuteman back up and running.

Sally McCabe wants to know if the AHA is trying to get rid of the smoking in front of the building. She would like to have this building and the cottages smoke free.

Mr. Griffin said that federal housing authorities can have smoke free buildings. He is attending a seminar in Portland, ME on policies and procedures to have a smoke free environment. He is looking into getting a handi-hut in the open area. He talked to Bob Cronin about this. This should be done by November 1, 2009.

One of the tenants wanted to know what they can do with the outside of their windows.

Mr. Connor said that he has a name for the tenants to call so they can have their windows washed.

Joe Daly said that it is discrimination against people that smoke. He said that people should be considerate of other people. He said that he would to the seminar with Mr. Griffin.

Mr. Greeley agrees with both sides of this issue. He asked to move the ashtray. Mr. Greeley moves to have a no smoking building. Mr. Greeley will also move to have the smoking hut put up. This will be discussed at the November meeting.

Mr. Connor said we should offer help for the people that smoke. We can have Lauren from minuteman look into this to help the smokers.

The tenants want a no thru way sign at the top of the entrance of Drake Road.

Bill Fish said that the fire instructions on the back of the doors should be replaced.

Mr. Griffin will take care of that.

Mr. Connor said the maintenance staff does anything and everything.

Mr. Griffin said that out of 351 communities the AHA is the 11th out of 351.
