Meeting of the AHA - November 19, 2007

Call to Order
The meeting was called to order at 7:11 P.M. by Richard B. Murray in the John F. Cusack Board Room, located at 4 Winslow Street, Arlington, MA.

Appointments

Local Tenants Organizations

Frank MacDonald congratulated Mr. Griffin on the fire drill at Drake Village.

Marion King needs to get the financials in so the AHA can distribute the Tenant Association Funds to them.

General Public
Graciella Correra stated that it was a nice way to approach the tenants and the fire drill was excellent. She wanted to give credit to the President Mr. MacDonald. Elections are next month at Drake Village. Some residents didn't attend the fire drill and she doesn't know why. Mr. Griffin talked to Chief Ryan and Mr. Griffin wants to do an emergency evacuation drill at Drake Village. Chief Ryan will call the Arlington Emergency Response Team and pass this information on to them.

Project Update

Chapter 200 Kitchen and Bath
Mr. Griffin stated that the bid received was awarded to CTA was contested by Boston Bridge. This contention was denied by the Attorney General.

Chapter 667 Elevators Hauser and Chestnut
Mr. Griffin said that the bid has been awarded to 3 Phase Elevator. Construction is to begin at Hauser and Chestnut Manor in February.

Chapter 667 Cusack
667 Cusack new Elevator is going out to bid. The AHA will be receiving bids by December 20, 2007.

Kitchen at Drake
The kitchen at Drake has been completed. The maintenance department did a great job. In order to complete the kitchen renovations the AHA received an addition $15,000. from DHCD.

Contract for Financial Assistance – Hauser Kitchen $25,000 for Approval

Budgets, 4001, 689 & MRVP
Richard Conlon discussed the Budget for fiscal year ending 2008. He also stated that the paperwork is in for approval of the Mod Coordinator.

Motion : Teresa Walsh moved that the proposed Operating budget for State-Aided Housing of the Arlington Housing Authority (Chapter 2000/667/705/689/MRVP), Program Number 400-1 for Fiscal Year Ending 9/30/2008 showing Total Revenue of $ 2,930,996.00 and Total Expenses of $ 3,733,883.00 , there by requesting a subsidy of $ 438,247.00 be submitted to the Department of Housing and Community Development for its review and approval. Nicholas Mitropoulos seconded the motion which, upon roll-call, was passed by a vote of 4 to 0.

Janet McGuire – Operation Success

Janet McGuire would like to be on the Agenda for next month.

Unfinished Business
Mr. Greeley inquired about the antenna contract for Winslow Towers with AT&T Mr. Griffin talked to Black Dot Wireless representing AT&T and they may have underpaid the Arlington Housing Authority. AT&T is looking into that and will get back to Mr. Griffin regarding the contract.

New Business
Mr. Greeley would like to have a collection agency to collect rents that haven't been paid by vacated tenants.

Mr. Greeley discussed the windows at Winslow Towers. He talked about solar panels for Winslow Towers. Mr. Greeley asked if there is an energy audit that can be done. The federal programs require one every five years.

Mr. Greeley talked to the people from Wifi. He would like them to come in and talk to the Board and make a presentation.

Mr. Greeley would like to have meetings at all our Elderly and family sites in 2008.

Mr. Mitropoulos asked what we are doing with the condo. Mr. Griffin explained that the unit has been offered to an over-housed resident of Menotomy Manor and he will be moving in over the weekend.

Mr. Mitropoulos wanted to know how you fund new programs. It would be out of tenant services.

Mr. Greeley said that we should be proactive and sent letters to the State Representative to get money for new windows in our Elderly buildings. Ms. Walsh wants a subcommittee for the windows. Ms. Walsh and Mr. Greeley will be on the subcommittee. Mr. Murray suggested that Ms. Walsh, Mr. Greeley and Mr. Griffin compose a letter to the State Representative.

The next Board Meeting is December 19th at 7PM at Winslow Towers There is a PHADA meeting in January that Mr. Greeley would like to attend along with Mr. Griffin.
