Meeting of the AHA - December 14, 2005

A meeting of the Arlington Housing Authority was held which was open to the public, and was called to order by Chairman Nicholas Mitropoulos on Wednesday, December 14, 2005 at 6:00 PM in the John F. Cusack Room, located at 4 Winslow Street, Arlington, MA. The Roll Call was taken and the following members of the Arlington Housing Authority were present:

The Chairman announced that the filing of the Notice with the Town Clerk has been complied with and directed a copy of this Notice be spread upon the records, a copy of which is as follows:

Communications
Upon a motion by Mr. Murray, and seconded by Mr. Griffin, it was unanimously:

Re: 12 Week Exercise Class Offering at Drake Village

Mr. Griffin congratulated Chairman Mitropoulos for his work with the Board of Selectman Chairman John Hurd in devising a plan to provide financial relief to Drake Village tenants who park overnight in the Hurd Field parking lot.

Under this new proposal, the AHA will plow the Hurd Field lot and administer the parking stickers to Drake Village tenants. In return, the Town is reducing the annual fee to $182.50 annually (one half the regular rate), to the AHA tenants of Drake Village. The AHA will also be working out payment schedules with tenants who are in particularly difficult financial situations.

Appointments
Graciella Correa, a tenant of Drake Village, asked several questions concerning fire safety in the Hauser Building (667-4). She asked if the Authority had plans to install smoke detectors in the units in the Hauser Building, and if there would be any more fire safety sessions for the tenants of that building.

Mr. Hurd added that no plans were in process to change the current fire safety system in the building, but he felt that offering new fire safety sessions was a good suggestion. He will be contacting the Arlington Department of Fire Services to request training sessions for all the highrise buildings.

Menotomy Manor Kitchen and Bath Update
The Board was advised of the latest cost estimate report for the Kitchen, Bath and Handicap Unit project by Daedalus Projects, Inc. as requested by ABACUS Architects and Planners.

The report showed the revised construction cost of the project is $7,993,593. A full electrical upgrade would increase the cost of the project by an additional $998,282. the full upgrade was not included in the original scope of the work allowed by this State Bonded project, but is considered necessary for the development. Mr. Hurd said that he is doing everything possible to convince the state of this needed addition.

Ms. Walsh inquired about the status of a letter of clarification requested from Attorney John Greco for his opinion of when and to what extent tenant input is to be sought in these modernization projects.

Mr. Hurd said that Attorney Greco was working on the request, and that he had received a draft for comment. He will see that the Board receives a copy of the final version when it has been received.

FY 2005 Operating Budgets
Mr. Hurd and Mr. Richard B. Conlon, CPA and AHA Fee Accountant met with the Board to present proposed budgets for State-Aided Programs for the fiscal year October 1, 2005 to September 30, 2006.

Program 400-1
Mr. Griffin moved that the proposed Operating budget for State-Aided Housing of the Arlington Housing Authority (Chapter 200/667/705/689/MRVP), Program Number 400-1 for Fiscal Year Ending 9/30/2006 showing Total Operating Receipts of $2,865,200.00 and Total Operating Expenditures of $2,889,450.00, there by requesting a subsidy of $0.00 be submitted to the Department of Housing and Community Development for review and approval. Dr. Worden seconded the motion which, upon a roll-call, was passed by a voted 5-0.

Program 689-1
Mr. Griffin moved that the proposed Operating budget for State-Aided Housing of the Arlington Housing Authority (Chapter 200/667/705/689/MRVP), Program Number 689-1 for Fiscal Year Ending 9/30/2006 showing Total Operating Receipts of $31,702.00 and Total Operating Expenditures of $60,502.00, there by requesting a subsidy of $0.00 be submitted to the Department of Housing and Community Development for review and approval. Dr. Worden seconded the motion which, upon a roll-call, was passed by a vote of 5 to 0.

Program MRVP
Mr. Griffin moved that the proposed Operating budget for State-Aided Housing of the Arlington Housing Authority (Chapter 200/667/705/689/MRVP), Program Number MRV-P for Fiscal Year Ending 9/30/2006 showing Total Operating Receipts of $2,860.00 and Total Operating Expenditures of $960.00, there by requesting a subsidy of $0.00 be submitted to the Department of Housing and Community Development for review and approval. Dr. Worden seconded the motion which, upon a roll-call, was passed by a vote of 5 to 0.

Drake Village Parking
Upon a motion by Mr. Griffin, and seconded by Mr. Murray, it was unanimously:
VOTED:
To adopt the proposed Drake Village/Town of Arlington Hurd Field Parking Program, in which, the AHA agrees to plow a designated section of the Hurd Field lot and administer parking stickers to Drake Village tenants, and in return the Town is reducing the annual $365.00 parking fee to $182.50 annually for Drake Village tenants. Under this plan, AHA tenants in particularly difficult financial circumstances will be offered an opportunity to pay for these stickers according to mutually agreed to payment schedules as determined by the AHA.

Unfinished Business
Dr. Worden provided a brief Chapter 40B update for the Brattle Street project.

New Business
Mr. Griffin informed the Board that he had contacted Mr. Paul MacPartland, Associate Director, DHCD, and inquired if DHCD had available funds for the construction of new Chapter 689 developments. Mr. MacPartland will be getting back to him with a response.

Mr. Mitropoulos noted that he had received a request from Mr. David Levy concerning how the Housing Corporation of Arlington might be able to receive Section 8 Project Based funding for its duplexes. The matter was referred to Mr. Hurd.

Mr. Griffin discussed his interest in proposing that the Board seek $350,000.00 for the purpose of developing affordable housing by the AHA.

Upon a motion by Mr. Griffin, and seconded by Dr. Worden, it was unanimously:

VOTED:
To approve the request by the Arlington Housing Authority for a grant of $350,000.00 in the next round of CDBG funding, for the purpose of developing affordable housing.
