A meeting of the Arlington Housing Authority, which was open to the public, was called to order by the Vice Chairman, John Griffin, on Wednesday, April 28, 2004 at 7:10 PM in the John F. Cusack Board Room of the Arlington Housing Authority, located at 4 Winslow St., Arlington, MA. The Roll Call was taken and the following members of the Arlington Housing Authority were present:
Freeland K. Abbott
Absent: Richard B. Murray and Nicholas Mitropoulos
Also present: Franklin W. Hurd, Jr., Executive Director of the Arlington Housing Authority
The Chairman announced that the filing of the Notice with the Town Clerk has been complied with and directed a copy of this Notice be spread upon the records, a copy of which is as follows:
Notice is hereby given in accordance with Section 23, Chapter 39 of the Massachusetts General Laws, that a meeting of the Arlington Housing Authority will be held on Wednesday, April 28, 2004 at 7:00 PM in the John F. Cusack Board Room of the Arlington Housing Authority, 4 Winslow Street, Arlington, MA.
CERTIFICATE AS TO SERVICE OF NOTICE OF MEETING
I, Franklin W. Hurd, Jr., the duly appointed Secretary of the Arlington Housing Authority, do hereby certify that on April 16, 2004 was emailed and filed with the Town Clerk of the Town of Arlington a copy of Notice of Meeting, of which the foregoing is a true and correct copy.
Upon a motion by Dr. Worden, and seconded by Mr. Abbott, it was unanimously:

- From: Nancy Grant, President, Drake Village Tenants Assn. - Re: Election Policy for Elderly Buildings
Maureen Morgan, President of the Chestnut Manor Tenants Assn., addressed the Board. She noted that several tenants in her building did not understand English. She said that this makes it difficult to communicate with them regarding tenant association matters. Graciella Correa, from Drake Village offered the suggestion that Maureen contact the Robbins Library as they often have volunteers who would be willing to translate posters and other forms of literature for them.
Marian King, President of the Menotomy Manor Tenants Assn., noted that the tenants have been notified of the pending Kitchen and Bath upgrade and that they are interested in the process. Some of the things discussed by her members were: possible tenant jobs, and tenant input into the process.
Mr. Hurd noted that the project will be overseen by representatives of the Massachusetts Department of Housing and Community Development and that they will be on hand to insure that needed tenant input was obtained. He also informed her that architects for the project haven't been selected and it seemed a little premature to discuss some of Ms. King's issues at this time.
Dr. Worden informed the Board that the Arlington Town Meeting was scheduled to begin at 8:00 PM and that as the AHA's designee to the Affordable Housing Task Force, it was necessary for her to be present to submit a Minority Report on affordable housing to the Town Meeting that evening. Therefore, she felt it necessary to have to leave the meeting to attend the Town Meeting.
Mr. Abbott also noted that he was a Town Meeting Member.
